The City of Humble, Texas, is located in Northeast Harris County, along the I-69/US 59 Eastex Freeway, just north of Beltway 8. The City covers approximately 10 square miles and is situated approximately seven miles west of Lake Houston and only 15 minutes from downtown Houston. As part of the greater Humble-Kingwood-Atascocita area, Humble is strategically located for continued growth and success in one of the fastest growing regions in Harris County.
The City of Humble is a home rule city operating under the council-manager form of government. The Council is made up of the Mayor and five Council Members who are elected at-large to two-year terms, with no term limits. Positions that are appointed and/or confirmed by the governing body include the City Manager, City Attorney, and Municipal Court Judge.
The Finance Department handles budget preparation, the annual audit/ACFR - Annual Comprehensive Financial Report, purchasing, payroll, accounts payable, accounts receivable, investments, and water/wastewater utility billing for the City of Humble.
Under the direction of the City Manager, the Director of Finance is the head of the Department of Finance and responsible for the administration of the City’s financial activities in accordance with policies established by the City Council. The Director of Finance provides for management of the City’s accounting, payroll, accounts receivable, accounts payable, budgeting, purchasing, utility billing, financial reporting, cash and investments management, procurement, grant reporting, and debt obligations. This position ensures proper application of Governmental Accounting, Auditing, and Financial Reporting Standards as developed by GFOA, and applications of GASB and GAAP as they relate to municipal finance.
The ideal candidate will be knowledgeable of generally accepted accounting principles and auditing principles related to municipal budgetary administration, as well as federal, state and city laws, rules, regulations, and guidelines related to municipal employment, employee benefit management, and administration compliance.
The position requires a bachelor’s degree in accounting, public finance, or a closely related field. A master’s degree in accounting, business administration, public administration, or a related field is preferred. A Certified Public Accountant and/or Certified Government Finance Officer Certification is also preferred. Seven years of professional government accounting and/or auditing experience, including five years in a supervisory capacity, is required. An equivalent combination of education and experience may be considered. Must possess a valid Texas driver’s license or have the ability to obtain within 30 days.
The City of Humble offers a salary range of $117,259-$157,587, commensurate with experience and qualifications.
